The name of the Royal Ranger Camp shall be Ranger Trails Campground. The purpose of the Mississippi District Royal Rangers Campground (MDRRC) is to provide a place for individuals of all ages to grow mentally, physically, socially and spiritually. It is dedicated to achieving the goals of Royal Rangers to "reach, teach and keep boys for Jesus Christ".

The objective is to provide the best possible environment qualified leadership to achieve the MDRRC purpose. Therefore, the facilities and campgrounds will be used for camping, training, conferences, meetings, special events and any other event that will benefit from the natural environment.

It is the expressed and sincere desire of the Camp Committee, District Men's Department and Royal Ranger Staff that all who visit and camp on these grounds will be spiritually enriched by reflecting on the grandeur of God's creation and the eternal worth of time spent with Him in the camping environment.

Camp Committee
  The Camp Committee shall be comprised of eight (8) men. It shall consist of the District Men's Director, one (1) Executive Presbyter, District Royal Rangers Commander, Deputy District Commander, one (1) District Royal Rangers Staff Member, one (1) laymen, and one (1) pastor who has demonstrated interest in the ministry. The District Superintendent is a member by virtue of his office. The Camp Committee shall provide for its Chairman, Secretary and Treasurer. Members shall be nominated by the Camp Committee and ratified by the Executive Presbytery. The Camp Committee shall be amenable to the Executive Presbytery.
Vacancy
  In the event of a vacancy, the Camp Committee shall appoint a qualified person to serve the unexpired term.
Terms of Office
  With the exception of the District Men's Director, District Commander, Deputy District Commander and Superintendent, the term of office for members shall be two (2) years from the time of election.
Duties
  The Camp Committee shall be responsible for the camp operation. It shall appoint a person or persons to serve as Camp Coordinator/Security. It shall report annually to the Presbytery Board on the Camp status.
Finances and Usage Fees
 

The camp usage fees shall be set by the Camp Committee based on operational and maintenance cost of the camp. The Committee Treasurer shall be authorized to collect fees and disburse funds as directed by the Camp Committee.

The Treasurer shall maintain financial records of receipts and disbursements and issue a financial statement monthly. He shall prepare the annual budget in consultation with the District Men's Director and Royal Ranger Commander. He shall provide the District Treasurer with an annual financial statement and submit all records to him for the annual District Council report.

The MDRRC is owned by the Mississippi District Council Assemblies of God and operated by the District Royal Rangers Department in consultation with the Camp Committee.

The District Royal Rangers Department shall uphold camp policy and enforce official rules. It shall oversee all grounds and facilities in the areas such as planning, construction, development, maintenance and repair as directed by the Camp Committee.

The various camp directors (i.e. persons in charge of groups renting or using the campground for an event) shall oversee the programs for their individual retreats/camps within the framework of the official campground policies and rules.

The primary purpose of the Camp is for District Royal Rangers events such as PowWows, training camps, leaders meetings, Frontiersmen's camping fellowship camps, Ranger of the Year competition, men's meetings, and any other district sponsored events. District events shall have priority with camp. The District Royal Ranger Staff shall set scheduling of Royal Ranger Camp use.

Local Royal Rangers outpost and men's groups desiring to use the camp shall contact the Camp Coordinator/Security for available dates. Groups must agree to follow the rules and regulations of the Camp policy and procedures.

Outside groups (non-district staff directed) shall oversee the programs for their individual retreats/camps within the framework of the official camp policy and rules.

1. Tobacco in any form is prohibited on the property of the campground.

2. Alcoholic beverages are prohibited on the property of the campground.

3. No hunting or discharge of firearms of any kind is allowed on the campground. Any exception shall be approved by the District Royal Ranger Commander who shall designate the area and time.

4. All illegal drugs and controlled substances (excluding legally prescribed medications) are prohibited on the property of the campground.

5. All forms of gambling are prohibited on the property of the campground.

6. Profane, vulgar or otherwise objectionable language will not be tolerated and the use of such may be cause for dismissal from the property of the campground.

7. Salacious or pornographic literature or related materials will be confiscated and the possessor asked to leave the campground property. Undue familiarity, association or contact of a sexual nature between persons of the same or opposite sex shall be reason for instant dismissal from the campground property.

8. Immodest dress for both male and female will not be acceptable even though such dress may be the vogue and style of the day. Complete guidelines may be set by the Camp Directors in their Camp policy.

9. Anyone whose conduct is considered unbecoming, disturbing, disruptive, destructive or rejection of authority may be dismissed from the campground property by the District Commander, his staff, delegated authority, and/or the Camp Director.

10. All pets are banned from the campground property.

11. Distribution of non Assemblies of God literature is prohibited except by specific permission of the District Royal Rangers Commander.

12. The cutting of trees, large or small, or alteration of the grounds is strictly prohibited. Exceptions will require the permission of the District Commander.

1. Speed limit on campground roads is 10 mph except in the camping areas which shall be 5 mph. Violators will be warned once. Second violation may result in the loss of driving privileges on the campgrounds and/or dismissal from the campground at the discretion of the District Commander, his staff, delegated authority, and/or the Camp Director.

2. Parking is permitted in designated areas only. Violators will be subject to the same disciplinary action as speeders. Campers shall park their vehicles in designated spaces and avoid driving them on the campground except for emergencies and/or loading and unloading.

3. All-terrain vehicles (ATV's) shall operate under the supervision of the District Commander, his staff, delegated authority, and/or the Camp Director. They may only be used by event staff, personnel or approved persons. They can be used only for work purposes and are restricted to work schedule, speed limits, and are to be used only on designated roads and/or pathways. Only those persons eighteen (18) years of age or older may operate ATV's. Violators of this policy will be subject to the loss of driving privileges and/or dismissal from the campground at the discretion of the District Commander, his staff, delegated authority, and/or the Camp Director.

4. Machinery such as tractors, chainsaws, trimmers, power saws, etc. used for clearing, construction and any other purpose much be used in a safe and responsible way with all safety precautions observed including protective gear. Individuals must be experienced with this equipment and/or under adult supervision.

5. Motor vehicle operators shall be legal driving age. The appropriate license for their vehicles shall be in their possession. They shall adhere to all applicable state and/or federal laws governing motor vehicle operation.

1. The Camp Coordinator/Security shall be responsible for rental of campground facilities in communication with the District Commander. He shall clear dates on the District calendar before renting or permitting use of the campground to avoid conflict in schedule.

2. Any group desiring to use the campground shall complete the Campground Reservation Form (page 18) to avoid a scheduling conflict with another group.

3. Changes to rental agreement or reservations will require the signatures of both the renting group's authorized agent and the District Commander or designated person. Any changes made without the expressed consent of both parties shall render the contract void and may result in the forfeiture of deposits and loss of scheduled date.

4. A facilities checklist shall be used prior to the occupancy of the facilities rented. The renting group's authorized representative shall be liable for listing any existing damage in all facilities used by indicating such on the appropriate checklist.

Churches or groups desiring to rent/use the campground should use the following steps:

1. Contact the Camp Coordinator/Security or District Commander with purpose and proposed date to determine availability. NOTE: District events will have priority over any other use.

2. Determine the extent of use by selecting one of the camping categories listed below (i.e. will the renting group use the swimming pool, dorms, lodge, etc.)

3. Charges, if any, will be determined by extent of use and length of event (see Camping Options below and Use/Rental Application).

4. Proper forms should be obtained by the group desiring the rent/use the camp including: Application/Registration Form, Hold Harmless Agreement, etc. (Hold Harmless Agreement must be signed for anyone who is a camper/user of the property.

5. Return appropriate completed forms to the Camp Coordinator/Security for approval with deposits, if required.

6. Camp Coordinator/Security will contact rental group to make arrangements for access to the property.

1. Primitive Camping No Charge
  This involves no use of the facilities, including showers and toilets.
2. Light Camping $2.00/person/night
  This involves use of shower and toilets facility. No use of the lodge or swimming pool.
3. Dorm Camping $4.00/person/night
  No use of the lodge or swimming pool.
4. Full Camp Rental $10.00/person/night
  Full Camp Rental includs use of the lodge, dorms, and swimming pool. This does not include staff quarters. (minimum $300.00)
   
5. Swimming Camp $6.00/person
  A certified Lifegard must be on duty at any Swimming Camps (minimum $50.00)
6. Family Camping  
  Refer to Primitive Camping section. Limited to designated areas and availability.
     
  Charges may be waved for "Official Work Days" at the discretion of the District Staff.

1. National Royal Ranger guidelines prohibit women from participating in Royal Ranger camping events. Therefore, women will not be allowed on the premises during Royal Ranger campouts except during designated visitation times or for emergency reasons. Women should be escorted by a knowledgeable camper and will be restricted to designated areas.

2. Guests visiting during camps must register at the designated place and are subject to all rules and guidelines state herein.

3. Non-camping events such as conferences or training events involving women will be subject to specific guidelines. Events where both men and women are present should be controlled so as to not put anyone in a compromising or awkward situation. It is the responsibility of the campers to use discretion and take measures to prevent this from happening.

4. Attendees to Buckaroo/Straight Arrow Day Camps and training camps will be subject to specific rules and guidelines of those events as well as the rules and guidelines stated in the Camp policy.

1. The MDRRC will also serve as a headquarters for the District Royal Rangers Department. Therefore, the staff quarters and office are reserved for the Royal Ranger staff.

2. All District Royal Rangers Staff usage of the living quarters should be cleared through the District Commander to avoid any conflicts. Spouses or other family members may be allowed on certain occasions at the discretion of the District Commander.

 

1. Utilities such as water, electricity, phones, butane, etc. are available as stated in Camping Options. Fees cover normal usage. Excessive usage may warrant additional charges. Electric, water and butane meters may be read before and after camp usage to determine exact usage.

2. Garbage fees are based on waste hauler's current rental rates. It is the camping groups responsibility to carry out and properly dispose of all garbage for their camps and not use local waste collection services.

 

1. The Camp phone is for emergency and business purposes only.

2. Campers will be permitted to use the phone under supervised conditions by the Camp staff. Local calls and calling cards only are permitted.

3. Phone calls shall not be charged to the local phone.

1. A lifeguard must be on duty at all times when swimmers are present. Groups renting the campground must provide for their own Red Cross certified lifeguard (proof or certification required) or one will be secured at an hourly rate as determined by the District Commander or Camp Coordinator/Security.

2. Mixed swimming is expressly prohibited.
3. Modest swimwear is required for all swimmers. No bikinis, no cut-off's, no swimsuits that have revealing cuts (peek-a-boo suits).

4. Night swimming allowed by permission of the District Commander or designated trustee provided all pool requirements are met.

5. Complete pool rules are posted at the pool and must be observed. The lifeguard has authority to remove a person not obeying the rules or following his instructions. Any swimmer not adhering to the rules may loose swimming privileges.

6. Pool chemicals used may be billed to the renting group (unless flat fee is assessed) based on current costs of chemicals and amount used. The lifeguard or designated MDRRC on-site representative will determine the amount at his discretion based on meeting adequate water purity standards.

7. Rental group will be responsible for making sure the pool and pool area is clean and clear of debris during its use and before departure from the campground.

1. Canoeing: Personal Floatation Devices (PFD) must be worn at tall times.

2. Fishing is permitted just watch out for the snakes and throw back the little ones.

3. Swimming is prohibited in the lake. (Except if your canoe or boat overturns. If that happens, by all means, SWIM!).

 

Coverage for health, accidental and liability is the responsibility of the group's home church or personal insurance.

All rental groups (other than official District sponsored events) are required to carry camper accident/health policies (proof of current policy required) as well as a liability policy to indemnify the Mississippi District Council of the Assemblies of God.

 

A trained medical person, such as an EMT, first responder, nurse or doctor should be on-site during major camps.

Each group should maintain an outpost first aid kit as suggested in the Royal Ranger Leader's Manual.

Proper medical information should be submitted by each camper. The first aid officer should be notified of any medical problems or medication required by campers.

Rental groups should be familiar with the disaster plan provided by the camp.

  All items considered lost or stolen belonging to the MDRRC shall be paid for at current replacement cost by the rental group.
 

All rental groups are responsible for cleaning the campground before departure (see checklist).

Failure to clean campgrounds and facilities properly will result in additional charges to the renting group. Amounts set at the discretion of the District Commander or designated trustee.

  Amendments may be made by the Camp Committee at any of its meetings or special called meetings provided all members have been notified two weeks prior. All amendments must be approved by the Executive Presbytery before they become final.
